Video encoding algorithms are being developed across both recent and older codecs, and both by open-source and commercial encoders, in particular software encoders.

This study describes the methodology and results of a set of tests across H.264, HEVC and VVC for a range of different encoding profiles, in order to obtain a general characterization of the relative performance in BD-rate rate terms

The tests also cover a range of video formats, from 8-bit 720p through to 10-bit 2160p UHD (at 50 and 59.94 frames/second), in order to cover a wide range of real-world operating points.

The report shows how both H.264 and HEVC optimizations have improved materially on open-source options, and also shows that VVC is still relatively immature in terms of optimization in both commercial and open-source, but also that it does offer significant potential to reduce bit rates compared to HEVC.
